Performance Oriented Packaging
Dictionary of Terms
ASTM - American Society for Testing and Materials.
BAGS - flexible packagings made of paper, plastic film, textiles, woven material or other similar materials.
BOILING POINT - the temperature at which a material boils; the temperature at which the vapor pressure reaches atmospheric pressure 14.7 lbs./square inch.
BOTTLES - inner packagings having a neck of relatively smaller cross section than the body and an opening capable of holding a closure for retention of the contents.
BOXES - packagings with complete rectangular or polygonal faces, made of metal, wood, plywood, reconstituted wood, fiberboard, plastic or other suitable material; holes appropriate to the size and use of the packaging, for purposes such as ease of handling or opening, or to meet classification requirements, are permitted as long as they do not compromise the integrity of the packaging during transportation, and are not prohibited.
BULK PACKAGINGS - packagings, other than a vessel or a barge, including a transport vehicle or freight container, in which hazardous materials are loaded with no intermediate form of containment and which has:
(a) maximum capacity greater than 450 L (ll9 gallons) as a receptacle for liquid;
(b) a maximum net mass greater than 400 kg (882 pounds) as a receptacle or a solid;
(c) a water capacity greater than 454 kg (1000 pounds) as a receptacle for gas.
NOTE: Bulk Packagings are exempt from Performance Oriented Packaging requirements. A palletized load is not considered to be a Bulk Packaging. Pallets are not packagings, but are used for consolidation and unitization of materials.

CAGE - Commercial and Government Entity Code
CARGO AIRCRAFT ONLY - Aircraft that is used to transport cargo and is not engaged in carrying passengers; the terms "cargo aircraft only", "cargo-aircraft only" and "cargo aircraft" have the same meaning.
CBL - Commercial Bill of Lading
CERTIFICATE OF EQUIVALENCY (COE) - approval issued by the responsible Military Command/Agency that the proposed packaging for shipment of hazardous materials either equals or exceeds the requirements of Title 49 CFR, 100-180; used for domestic shipments of hazardous materials; should be converted to CAA whenever possible.
CERTIFICATION - the act of confirming that a completed package, marking inclusive, meets the requirements of UN Performance Oriented Packaging.
CERTIFIER - one who physically recognizes the correctness of a package construction or has access to test data for that package and who then verifies in writing that it will perform to the level required. A Certifier may perform one or more of the following acts of certification:
(1) performs a packaging operation in compliance with instruction prepared by a package designer.
(2) determines that the packaging and/or container has been manufactured, assembled, and marked in accordance with requirements.
CLASS OR DIVISION - number assigned to the article or substance according to the criteria of one or more of nine UN hazard classes.
CLOSURES - devices which close an opening in a receptacle.
CODE OF FEDERAL REGULATIONS 49 (49 CFR) - rules set forth by the Department of Transportation (DOT) governing the transportation of hazardous materials within the Continental United States (CONUS).
COMBINATION PACKAGINGS - a combination of packagings
for transport purposes, consisting of one or more inner packagings secured in a non-bulk outer packaging. Example: Glass bottle in a fiberboard box.
COMPATIBILITY TEST - test to assure that the plastic material used in the manufacture of plastic drums, plastic jerricans, and plastic composite packagings in direct contact with the hazardous material is resistant to chemical reactions.
COMPETENT AUTHORITY/APPROPRIATE AUTHORITY - a national agency responsible under its national law for the control or regulation of a particular aspect of the transportation of hazardous materials; the Associate Administrator for Hazardous Materials Safety, U.S. Department of Transportation, is the United States Competent Authority; only authority authorized to grant permission to use a design-type package without POP testing it--DoD activities may not waive POP requirements.
COMPETENT AUTHORITY APPROVAL (CAA) - written approval granted by the DOT Competent Authority (similar to a DOT Exemption) to use a design-type package without POP testing it; required for international shipment of certain items, mostly Class 1; once issued for international shipments, will be used for domestic shipments.
COMPOSITE PACKAGINGS Special types of single packagings consisting of an outer packaging and an inner receptacle, so constructed that the inner receptacle and the outer packaging form an integral packaging. Once assembled, it remains thereafter an integrated single unit; it is filled, stored, transported and emptied as such. The Type of Packaging Code for Composite packagings always starts with the number "6". (i.e. 6HA1)
CONSUMER COMMODITY - material that is packaged and distributed in a form intended or suitable for sale through retail sales agencies or instrumentalities for consumption by individuals for purposes of personal care or household use; this term includes drugs and medicines.
CONUS (DOMESTIC/US) - within Continental United States (the fifty states); includes the District of Columbia, the Commonwealth of Puerto Rico, the Commonwealth of the Northern Mariana Islands, the Virgin Islands, American Samoa, and Guam.
CRATES - outer packagings with incomplete surfaces.

DESIGN QUALIFICATION TESTING - the performance of the drop, leakproofness, hydrostatic pressure, stacking, and Cooperage tests for each new or different packaging at the start of production of that packaging.
DIVISION - subdivision of a hazard class.
DLA - Defense Logistics Agency
DOT - Department of Transportation
DOT EXEMPTION - authority granted by DOT to deviate from the requirements of 49 CFR, 100-199, based on proof that an equivalent level of safety is provided by the deviation; applicable to domestic shipments only.
DRMO - Defense Reutilization and Marketing Office
DRMS - Defense Reutilization and Marketing Service
DRUMS - flat-ended or convex-ended cylindrical packagings made of metal, fiberboard, plastic, plywood or other suitable materials. This definition also includes packagings of other shapes made of metal or plastics, e.g. round taper-necked packagings, or pail shaped packagings. Wooden barrels, cylinders, or jerricans are not covered by this definition.
EPA - Environmental Protection Agency
EXCEPTED QUANTITIES - dangerous goods of very small quantities of certain classes allowed in non-specification packaging without a Shipper's Declaration.
EX NUMBER - a number, preceded by the prefix "Ex-", which is assigned by the Associated Administrator for Hazardous Materials Safety to identify an explosive which has been approved.
F - Fahrenheit
FLAMMABLE LIQUID - any liquid having a flash point at or below 60.5 degrees C (141 degrees F).
FLASH POINT - lowest temperature at which a liquid will give off sufficient vapor (which mixes with the air around it) to ignite when exposed to a flame or spark.
FREIGHT CONTAINER - reusable container having a volume of 64 cubic feet or more, designed and constructed to permit being lifted with its contents intact and intended primarily for containment of packages (in unit form) during transportation.
GOVERNMENT BILL OF LADING (GBL) - a contract between the shipper and the carrier whereby the carrier agrees to furnish transportation service subject to the conditions printed on the reverse side of the bill of lading. It must contain the signature of the transportation officer.
GROSS WEIGHT/GROSS MASS - the weight of a packaging plus the weight of its contents, expressed in Kilograms; total weight of package as presented for transport.

Note concerning Class 2: Aerosol Containers being shipped by air are subject to Performance Oriented Packaging(POP). Other Class 2 materials are not subject to POP.
Note concerning Class 7: Radioactive Material is not subject to POP.
HAZARDOUS MATERIAL (DOT DEFINITION) - a substance or material which has been determined by the Secretary of Transportation to be capable of posing an unreasonable risk to health, safety, and property when transported in commerce, and which has been so designated.
HAZARDOUS MATERIAL INFORMATION SYSTEM (HMIS) - a central system for the collection, maintenance, and dissemination of data contained in the manufacturer's Material Safety Data Sheets and other sources of information; information in this system is used by DoD to help develop procedures to prevent mishaps in handling, storage, use, transportation, and disposal of hazardous material, make DoD personnel aware of the hazards of the materials they work with, and help determine environmentally acceptable disposal procedures.
HAZARDOUS MATERIAL TABLES - listings which designate materials as hazardous materials for the purpose of transportation of these materials in commerce--listed in each of the modal regulations.
HAZARDOUS MATERIALS TRANSPORTATION ACT (HMTA) - governs the commercial shipment of such materials by the Department of Defense; established broad authority under which the Department of Transportation regulates the transportation/safety of all hazardous materials in commerce.

HAZARDOUS WASTE - product or chemical designated as such by the Resource Conservation and Recovery Act (RCRA) regulations of the Environmental Protection Agency; material becomes a waste when it can no longer be used for its originally intended purpose.
HM DOCKET 181 - U.S. Department of Transportation ruling to adopt the UN recommendations for the transport of hazardous material for domestic shipments; this was incorporated into the 1991 49 CFR, parts 100 - 199 and ceased to exist as a stand-alone document.
HM DOCKET 215 - U.S. Department of Transportation ruling to more fully align the Hazardous Material Regulations with the seventh and eighth revised edition of the UN Recommendations.

INNER PACKAGINGS - packagings for which an outer packaging is required for transport; Example: glass bottle.
INNER RECEPTACLES - receptacles which require an outer packaging in order to perform their containment function.
INTERNATIONAL AIR TRANSPORT ASSOCIATION (IATA) - group of airline members who adopted the rules set forth by the International Civil Aviation Organization (ICAO) and included additional requirements which are more restrictive, reflecting industry standard practices or operational considerations.
INTERNATIONAL AIR TRANSPORT ASSOCIATION DANGEROUS GOODS REGULATIONS (IATA) - rules set forth by the International Air Transport Association for the transport of dangerous goods by international and domestic air.
INTERNATIONAL CIVIL AVIATION ORGANIZATION (ICAO) - group which sets the standards for international transport of dangerous goods by air.
ICAO DANGEROUS GOODS PANEL (DGP) - body of experts who maintain and prepare the technical instructions which outline the requirements for the international transport of dangerous goods by air.
INTERNATIONAL MARITIME ORGANIZATION (IMO) - group which sets the standards for international transport of dangerous goods by vessel.
INTERNATIONAL MARITIME DANGEROUS GOODS CODE (IMDG CODE) - regulatory document which implements the requirements of the IMO.
IRRD - Issue/Release/Receipt Document.
ISO - International Organization for Standardization.
JERRICANS - metal or plastic packagings of rectangular or polygonal cross-section.
JOINT CONVENTIONAL AMMUNITION PROGRAM (JCAP) GROUP - DOD interagency packaging group established to coordinate ammunition packaging programs and activities including design, development, engineering, standardization, standards and specifications, waivers and deviations, marking, color coding and associated data and information exchanges; also Joint Ordnance Commanders Packaging Group.
JHCS - Joint Hazardous Classification System.
KILOGRAM (kg) - metric measurement for pounds; To convert pounds to kilograms, multiply the number of pounds by .4536. To convert kilograms to pounds, multiply the number of kilograms by 2.205. See Figure 1-a, Tables of Equivalence.
KILOPASCAL (kPa) - metric measurement for pounds pressure per square inch (psi); formula for converting psi to kPa is: psi x 6.89 = kPa.
L - Liter.
LIMITED QUANTITY (49 CFR DEFINITION) - the maximum amount of a hazardous material for which there is a specific labeling or packaging exception. (Verify your limited quantity by the modal regulations you use to ship by).
MANUFACTURER - the person whose name and address or symbol appears as part of the specification markings or, for a packaging marked with the symbol of an approval agency, the person on whose behalf the approval agency certifies the packaging.
MARKING - descriptive name, identification number, instructions, cautions, weight, specification, or UN marks, or combinations thereof, required on outer packagings of hazardous materials.
MATERIAL SAFETY DATA SHEETS (MSDS) - informational sheets provided by the manufacturer to buyers of chemicals produced; information includes chemical ingredients, physical data, fire and explosion hazard data, health hazard data, spill procedures, product trade name, manufacturer's address, and emergency telephone number.
MAXIMUM CAPACITY - maximum inner volume of receptacles or packaging expressed in liters.

MTMC - Military Traffic Management Command.
MODE - any of the following transportation methods; rail, highway, air, or water.
NA - North American.
NEW - Net Explosive Weight.
NOS - Not Otherwise Specified.
NSN - National Stock Number.
OCONUS (INTERNATIONAL) - Outside Continental United States.
ORM - Other Regulated Material.
ORANGE BOOK - entitled, "Transport of Dangerous Goods", encompasses the Modal Regulations of the UN Committee of Experts on the transport of dangerous goods.
OUTER PACKAGING - the outer most enclosure of a composite or combination packaging together with any absorbent materials, cushioning and any other components necessary to contain and protect inner receptacles or inner packagings.
OVERPACK - an enclosure that is used by a single consignor to provide protection or convenience in handling of a package or to consolidate two or more packages; overpack does not include a transport vehicle, freight container, or aircraft unit load device; Examples of overpacks are one or more packages:
(1) placed or stacked onto a load board such as a pallet and secured by strapping, shrink wrapping, stretch wrapping, or other suitable means; or
(2) placed in a protective outer packaging such as a box or crate.
PACKAGES/OUTSIDE PACKAGES - packagings plus their contents.
PACKAGING DESIGN TYPE - the shape, size, material and thickness, manner of construction and packing.
PACKAGINGS - receptacles and any other components or materials necessary for the receptacle to perform its containment function.
PACKING GROUP - a grouping according to the degree of danger presented by hazardous materials; Packing Group I indicates great danger; Packing Group II, medium danger; Packing Group III, minor danger.
Packing Group is determined from the Hazardous Material Tables, (49 CFR, ICAO, IATA, IMDG).
No Packing Group required: Class 2, Class 7, and ORM D.
Some items, such as flammable liquids, may use packing group I, II or III. In this instance, the flammability (flashpoint and boiling point) of the material is used to determine the applicable packing group.
PERFORMANCE ORIENTED PACKAGING (POP) - type of packaging based on the ability of packaging to perform to a specified level of integrity when subjected to performance tests.
PERFORMANCE ORIENTED PACKAGING (POP) TESTS:
(a) COOPERAGE TEST - performed on bung-type wooden barrels; required for vessel shipment.
(b) DROP TEST - performance test which is carried out on all packagings; the number of test samples, the drop orientation, and the number of drops are dependent upon the type of packaging and the drop height is dependent upon the Packing Group of the material which the packaging will contain.
(c) HYDRAULIC PRESSURE TEST/HYDROSTATIC PRESSURE TEST/ INTERNAL PRESSURE TEST - carried out on all design types of metal, plastic, and composite packagings intended to contain liquids; not required for the inner packagings of combination packagings. (When shipping liquids by air either the outer or the inner packaging must pass the hydrostatic test or the packaging must be overpacked in a container that has passed the test) The test simulates temperature and altitude changes during air transportation.
(d) LEAKPROOFNESS TEST - performed on all types of packagings intended to contain liquids; not required for the inner packagings of combination packagings.
(e) STACK TEST - all packagings, except bags, must be subjected to the stack test.

PROPER SHIPPING NAME (PSN) - standard name used in the transport of dangerous goods to identify the dangerous article or substance on the outside of the package and on the shipping papers; Proper Shipping Names are listed in the Hazardous Materials Tables in all modal regulations.
QUP - Quantity Unit Pack
RECEPTACLES - containment vessels, including any means of closing, for receiving and holding substances or articles.
RECONDITIONED PACKAGINGS - include metal drums that are cleaned to original materials of construction, restored to original shape and contour, and inspected after cleaning but before painting.
RELATIVE DENSITY/SPECIFIC GRAVITY - the ratio of the weight of a given volume of any substance to that of the same volume of some other substance taken as a standard; the density of a liquid is compared to that of water which is defined as 1; liquids with a density greater than 1 will sink through water, liquids with a density less than 1 will float on top of water.
RESIDUE - hazardous material remaining in a packaging after its contents have been unloaded to the maximum extent practicable and before the packaging is either refilled or cleaned of the hazardous material and purged to remove any hazardous vapors.
RESOURCE CONSERVATION AND RECOVERY ACT (RCRA) - an Environmental Protection Agency regulation which describes "cradle-to-grave" management of Hazardous Waste, whereby the generator of the waste is ultimately responsible for its proper handling, packaging, transport and disposal; its purpose is to protect human health and the environment from improperly managed hazardous waste.
REUSED PACKAGINGS - packagings which have been examined and found free of defects that would affect the ability of the packaging to withstand the performance tests; refilled with the same or similar compatible contents. Example: Fast Pack

SALVAGE PACKAGINGS - Special packagings into which damaged, defective or leaking dangerous goods packages, or dangerous goods that have been spilled or leaked, are placed for purposes of transport for recovery or disposal.
SELF-CERTIFIER - organization or person who acts as a certifier in his own packaging regard, approved by the competent authority; DoD is a self-Certifier.
SHIPPERS DECLARATION FOR DANGEROUS GOODS (IATA CERTIFICATION) - declaration form completed by the shipper for each and every shipment containing dangerous goods so defined or classified in the IATA regulation.
SHIPPING PAPERS - shipping orders, bills of lading, manifests or other shipping documents serving a similar purpose and containing hazardous materials descriptions and shipper's certification.
SIFTPROOF PACKAGING - a packaging impermeable to dry contents, including fine solid material produced during transportation.
SINGLE PACKAGINGS - non-bulk packagings other than a combination packaging; do not require any inner packaging in order to perform their containment function during transport; Example: 55 Gallon drum of oil.
SOLAS - Safety of Life at Sea
SPECIFICATION MARKINGS - the packaging identification markings including the name and address or symbol of the packaging manufacturer or approval agency.
SPI - Special Packing Instruction
TCMD - Transportation Control Movement Document
TECHNICAL NAME - recognized chemical name currently used in scientific and technical handbooks, journals, and texts.
TO's - Technical Orders
TRANSPORTATION MODE - there are four transportation modes:
Surface: Rail, Truck or vessel shipments within the United States
Air: Air shipmets within the United States. Some carriers require preparation using the international regulations regardless of destination.
ULLAGE OR OUTAGE - amount by which a packaging falls short of being liquid full; required to allow for expansion of contents during temperature and altitude changes.
UN - United Nations
UN COMMITTEE OF EXPERTS ON THE TRANSPORT OF DANGEROUS GOODS - panel responsible for the development of Modal Regulations dealing with the multimodal transport of dangerous goods.
UN OR IDENTIFICATION NUMBER - serial number assigned to the article or substance under the United Nations classification symbol; it must be prefixed by the letters "UN"; identifies a substance or particular group of substances.
UN STANDARD PACKAGING - packaging conforming to standards in the UN Modal Regulations on the Transport of Dangerous Goods.
UNIT OF ISSUE (UI) - the UI is a standard or basic quantity that is expressed as a unit and indicated in a requisition, contract, or order as the minimum quantity issued (e.g., bottle (BT), can (CN), each (EA), pair (PR), bag (BG), box (BX), drum (DR).
VAPOR PRESSURE - for a liquid it is the pressure produced by the evaporation of the liquid in its container; relative tendency of a liquid to evaporate at a given temperature; liquids with high vapor pressure evaporate and are known as volatile liquids. Example: organic solvents, alcohol, ether.
