Section 171.2(a) of the HMR requires anyone offering or accepting a shipment of hazardous materials to comply with the HMR. No shipper may offer for transportation hazardous materials that do not comply with the HMR, and no carrier may accept them.
If you transport hazardous materials in the course of a business, you are regulated, and you must comply with the HMR.
