OSHA Announces Comprehensive Plan To Reduce Ergonomic Injuries

Targeted Guidelines and Tough Enforcement Two Key Elements

WASHINGTON - The Occupational Safety and Health Administration today unveiled a comprehensive plan designed to dramatically reduce ergonomic injuries through a combination of industry-targeted guidelines, tough enforcement measures, workplace outreach, advanced research, and dedicated efforts to protect Hispanic and other immigrant workers.

"Our goal is to help workers by reducing ergonomic injuries in the shortest possible time frame," said Labor Secretary Elaine L. Chao. "This plan is a major improvement over the rejected old rule because it will prevent ergonomics injuries before they occur and reach a much larger number of at-risk workers."

OSHA EXTENDS PERIOD FOR COMMENTS ON TUBERCULOSIS RULEMAKING RECORD.

WASHINGTON -- The Occupational Safety and Health Administration announced today it is extending until May 24, 2002, the period for comments on the tuberculosis (TB) rulemaking record.

OSHA reopened the TB record on January 24 for 60 days to give interested persons the opportunity to review and comment on the agency's final risk assessment and the Institute of Medicine's (IOM) report "Tuberculosis in the Workplace." Also included in the record was an evaluation of the agency's draft risk assessment conducted by two experts in the fields of TB epidemiology and risk assessment.

PRESIDENT'S FY 2003 BUDGET REQUEST FOR OSHA EMPHASIZES CONTINUED OUTREACH, ENFORCEMENT
 

President Bush has requested a $437 million budget for the Occupational Safety and Health Administration in Fiscal Year 2003, including a $2.75 million increase in compliance assistance, outreach, and training activities, OSHA Administrator John L. Henshaw announced today.

"This budget will give us the resources we need to help ensure workers' safety and health, while maintaining fiscal responsibility," said Henshaw. "It is a strong and sound budget that supports our priorities of leadership, effective enforcement, outreach and education, and partnerships."

OSHA DELAYS PROVISIONS OF RECORDKEEPING RULE

The Occupational Safety and Health Administration (OSHA) is delaying the effective date of three provisions of the Occupational Injury and Illness Recording and Reporting Requirements rule published January 19, 2001 (66 FR 5916-6135) and is establishing interim criteria for recording cases of work-related hearing loss. The provisions being delayed are §§ 1904.10(a) and (b), which specify recording criteria for cases involving occupational hearing loss, § 1904.12, which defines "musculoskeletal disorder (MSD)" and requires employers to check the MSD column on the OSHA Log if an employee experiences a work- related musculoskeletal disorder, and § 1904.29(b)(7)(vi), which states that MSDs are not considered privacy concern cases. The effective date of these provisions is delayed from January 1, 2002 until January 1, 2003. OSHA will continue to evaluate §§ 1904.10 and 1904.12 over the next year.
